I am a mental health worker. What this means, I am still not sure. All I know is that I can REALLY sympathize with my clients sometimes. Oh yeah, and I'm Canadian, eh?
Doesn't always work, but we encourage our clients to get one because of the health & safety issue of not having one. There are pre-paid cell phone plans and even cell phones that are paid for by special programs for people with a limited income. A basic land-line is also generally covered as well for people with disabilities and limited means.
He used to have one. Unfortunately, when he moved to a new apartment, there was a problem when the phone company initially came to install a land line, and I think that put him off. I'm working on it. *sigh*
This made me chuckle. We get this quite a lot in older adults services..I can definitely empathise!
